His Excellency Omar Sultan Al Olama stressed that the “Digital School” represents a platform for integrating efforts to support education by employing advanced technology to provide the opportunity for hundreds of thousands of students to benefit from advanced digital educational solutions that provide advanced educational content using smart technology solutions, especially in disadvantaged communities and refugee and displacement camps, including They can obtain knowledge and science wherever they are and at any time.
His Excellency said that the digital school is keen to build and strengthen cooperation frameworks with organizations with a global presence in the field of humanitarian and community work, such as the Emirates Red Crescent Authority and Dubai Cares, to embody the visions of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. God, by providing education for all to build future economies and societies on the foundations of knowledge and innovation.
He added that holding strategic partnerships and cooperation agreements with local, regional and international actors to provide digital learning options contributes to unifying efforts aimed at facing various challenges and providing the logistical, technical and technical components that ensure educational and cognitive empowerment for the largest possible segment of students, especially in disadvantaged communities.
The memorandum enhances the strategic partnership and joint cooperation in supporting the education agenda, through the exchange of experiences in the various stages of the project, cooperation in logistical operations, support for reaching target groups such as refugees, displaced persons and students in developing and remote communities, providing field support and follow-up to the progress of work in the beneficiary sites, and facilitating communication Coordinating with international and local humanitarian agencies and organizations, providing logistical support for the installation of digital education systems, and cooperating in securing and equipping education spaces in strategic locations that serve the goals and categories of the initiative.
The Emirates Red Crescent Authority, based on its international experience and its wide presence as an official partner for the digital school, will support the implementation of the initiative in the targeted countries and regions, by preparing learning spaces, ensuring Internet connectivity, ensuring the availability of a sufficient number of devices, providing logistical support, and providing an operations committee and a work team. And key coordinators in the sites, and coordinate with all parties to achieve the goals of the initiative.
Under the memorandum, the Emirates Red Crescent supervises the logistical operations of reaching refugees and target groups, follows up on the field the progress of work in the beneficiary sites, and facilitates coordination with international and local humanitarian organizations, as well as cooperating with the digital school in securing learning spaces and equipping them with electronic equipment.
Earlier this year, the Emirates Red Crescent Authority began supporting the pilot phase of the digital school, which is the first to be implemented by the initiative in the Emirati-Jordanian camp for Syrian refugees in the Mrayjib Al Fhood area in the Hashemite Kingdom of Jordan to test the school system and its content, where the Red Crescent Authority worked to coordinate various logistical operations to provide The learning space for students participating in the 60-hour educational experiment, ensuring the availability of various equipment that students need from computers or tablets, in addition to providing internet access, and coordinating between the initiative, the Jordanian Ministry of Education and the camp administration to ensure the success of the experiment.
In turn, His Excellency Dr. Muhammad Ateeq Al Falahi, Secretary-General of the Emirates Red Crescent, affirmed the authority’s welcome of its strategic partnership with the digital school to enhance distance education opportunities in a smart and flexible way in countries that suffer from many challenges in the education process due to crises and disasters.
He said that the authority is interested in such smart partnerships that embody the vision of His Highness Sheikh Hamdan bin Zayed Al Nahyan, representative of the ruler in the Al Dhafra region and head of the Emirates Red Crescent, to unify and combine efforts in order to advance the education process in countries and regions facing humanitarian crises and development challenges in this regard. Pointing to His Highness’ interest and constant quest to invent solutions that make education available to all in all circumstances and conditions, despite crises and emergencies, in his belief in the importance of education in achieving sustainable development goals.
Al-Falahi stressed that the digital school initiative will bring about a shift in the level of educational services directed to the children of refugees and displaced persons inside and outside the camps, noting that the Red Crescent Authority will spare no effort to achieve the goals of the initiative and expand the umbrella of beneficiaries of its educational and academic programs in many countries.
The second memorandum of understanding signed between the Digital School and Dubai Cares, which are affiliated with the Mohammed bin Rashid Al Maktoum International Foundation, focused on coordinating the efforts of the two sides to enhance cooperation between them in providing digital learning options by employing smart and flexible solutions for students and learners around the world. The world, and providing educational materials that are compatible with the Arab and international curricula, as well as providing licensed teachers to provide educational lessons virtually, and the necessary tools and equipment that help students to self-learn, acquire knowledge and skills and obtain accredited certificates, with a focus on continuing to work to provide education for all, especially in countries. Under the memorandum, Dubai Cares will be a strategic partner and a major supporter of the digital school, where the two sides will cooperate to enhance the initiative and provide the necessary mechanisms to disseminate the experience globally while cooperating to provide the expertise required to support the digital education strategy and support strategic partnerships with United Nations organizations and agencies and global and regional NGOs. Facilitate access to international programs to support education, partnership and cooperation with them, and coordinate joint efforts to organize campaigns to support digital education.
The memorandum allows the submission of proposals for strategic partnerships, providing expertise, ideas and proposals to support the project, its development and sustainability, providing media support for the project through digital media, cooperating on facing challenges, coordinating field work teams, providing consultations on work in the communities benefiting from the initiative, and monitoring, following up and evaluating its results.
According to the memorandum signed by His Excellency Dr. Tariq Mohammed Al Gurg, CEO of Dubai Cares, and Dr. Waleed Al Ali, Secretary General of the Digital School Project, the two parties agreed to form a joint working group between the two sides to coordinate, follow up and implement its provisions.

The two memorandums of understanding support the achievement of the goals of the “Digital School”, which is affiliated with the Mohammed bin Rashid Al Maktoum Global Initiatives, including providing learning opportunities for students wherever they are and in different circumstances, and introducing an integrated, flexible and approved digital educational curriculum for various educational levels that takes into account the personal needs of each learner and develops Knowledge and skills by benefiting from the applications of artificial intelligence and advanced digital technologies, as well as raising the educational level, and establishing standards for digital education in cooperation and coordination with various local, regional and international bodies concerned with the future of digital and continuous learning, leading to the education of one million students around the world during the next five years from 2021 until 2026.
It is worth noting that the digital school initiative is currently implementing the trial period of the digital school system until August 2021, with the aim of testing all educational materials and ensuring the efficiency of the system and the quality of user experience and educational materials provided by the school digitally, in preparation for the official launch of its educational program in conjunction with the start of the new academic year in September 2021.
أول مدرسة رقمية عربية متكاملة، مذكرتي تفاهم مع كلٍ من “هيئة الهلال الأحمر الإماراتي” و”دبي العطاء”، بهدف تعزيز العمليات اللوجستية للمبادرة عالمياً لتسهيل توفير تعليم رقمي متقدم باستخدام الحلول الرقمية والتكنولوجية لأكثر من مليون متعلم خلال السنوات الخمس المقبلة، خاصة في المجتمعات الأقل حظاً وتجمعات اللاجئين والنازحين والمتضررين من النزاعات والكوارث.
تم توقيّع مذكرة التفاهم الأولى بين “المدرسة الرقمية” و”هيئة الهلال الأحمر الإماراتي” بحضور معالي عمر بن سلطان العلماء وزير دولة للذكاء الاصطناعي والاقتصاد الرقمي وتطبيقات العمل عن بعد رئيس مجلس إدارة “المدرسة الرقمية”، ووقعها نيابة عن سعادة الدكتور محمد عتيق الفلاحي الأمين العام للهيئة سعادة فهد بن سلطان نائب الأمين العام للتنمية والتعاون الدولي في الهيئة والدكتور وليد آل علي الأمين العام لمشروع المدرسة الرقمية.
وأكد معالي عمر سلطان العلماء أن “المدرسة الرقمية” تمثل منصة لتكامل جهود دعم التعليم عبر توظيف التكنولوجيا المتقدمة لإتاحة الفرصة لمئات آلاف الطلبة للاستفادة من حلول تعليمية رقمية متقدمة توفر المحتوى التعليمي المتطور باستخدام حلول التكنولوجيا الذكية، خاصة في المجتمعات الأقل حظاً ومخيمات اللجوء والنزوح، بما يمكنهم من الحصول على المعارف والعلوم أينما كانوا وفي أي وقت.
وقال معاليه إن المدرسة الرقمية حريصة على بناء وتعزيز أطر التعاون مع المنظمات ذات الحضور العالمي في مجال العمل الإنساني والمجتمعي، مثل هيئة الهلال الأحمر الإماراتي ودبي العطاء، لتجسيد رؤى صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي “رعاه الله”، بتوفير التعليم للجميع لبناء اقتصادات ومجتمعات مستقبلية على أسس المعرفة والابتكار.
وأضاف أن عقد الشراكات الاستراتيجية واتفاقيات التعاون مع الجهات المحلية والإقليمية والدولية الفاعلة لإتاحة خيارات التعلم الرقمي يسهم في توحيد الجهود الرامية إلى مواجهة مختلف التحديات وتوفير المقومات اللوجستية والفنية والتقنية التي تضمن التمكين التعليمي والمعرفي لأكبر شريحة ممكنة من الطلبة، خاصة في المجتمعات الأقل حظاً.
وتعزز المذكرة الشراكة الاستراتيجية والتعاون المشترك في دعم أجندة التعليم، عبر تبادل الخبرات في مختلف مراحل المشروع، والتعاون في العمليات اللوجستية، ودعم الوصول إلى الفئات المستهدفة مثل اللاجئين والنازحين والطلبة في المجتمعات النامية والنائية، وتوفير الدعم الميداني والمتابعة لسير العمل في المواقع المستفيدة، وتسهيل التواصل والتنسيق مع الجهات والمنظمات الإنسانية الدولية والمحلية، وتوفير الدعم اللوجستي لتركيب نظم التعليم الرقمي، والتعاون في تأمين مساحات التعليم وتجهيزها في مواقع استراتيجية تخدم أهداف المبادرة وفئاتها.
وستدعم هيئة الهلال الأحمر الإماراتي، انطلاقاً من خبراتها الدولية وحضورها الواسع كشريك رسمي للمدرسة الرقمية، تنفيذ المبادرة في الدول والمناطق المستهدفة، عبر تجهيز مساحات التعلم، وضمان الاتصال بالإنترنت، والحرص على توفر العدد الكافي من الأجهزة، وتقديم الدعم اللوجستي، وتوفير لجنة عمليات وفريق عمل ومنسقين رئيسيين في المواقع، والتنسيق مع كافة الأطراف لتحقيق أهداف المبادرة.
ويشرف الهلال الأحمر الإماراتي بموجب المذكرة على العمليات اللوجستية المتمثلة بالوصول إلى اللاجئين والفئات المستهدفة، ويتابع ميدانيا سير العمل في المواقع المستفيدة، ويسهل التنسيق مع المنظمات الإنسانية الدولية والمحلية، كما يتعاون مع المدرسة الرقمية في تأمين مساحات التعلم وتجهيزها بالتجهيزات الإلكترونية.
وكانت هيئة الهلال الأحمر الإماراتي باشرت مطلع العام الجاري دعم المرحلة التجريبية للمدرسة الرقمية، والتي تعد الأولى التي تطبقها المبادرة في المخيم الإماراتي الأردني للاجئين السوريين في منطقة مريجيب الفهود بالمملكة الأردنية الهاشمية لاختبار منظومة المدرسة ومحتواها، حيث عملت هيئة الهلال الأحمر على تنسيق مختلف العمليات اللوجستية لتوفير مساحة التعلم للطلاب المشاركين في التجربة التي تستمر على مدى 60 ساعة تعليمية، وضمان توفر مختلف التجهيزات التي يحتاجها الطلبة من أجهزة كمبيوتر أو أجهزة لوحية إضافة إلى توفير خدمة الاتصال بالإنترنت، والتنسيق بين المبادرة ووزارة التربية والتعليم الأردنية وإدارة المخيم لضمان نجاح التجربة.
بدوره أكد سعادة الدكتور محمد عتيق الفلاحي، الأمين العام لهيئة الهلال الأحمر الإماراتي ترحيب الهيئة بشراكتها الاستراتيجية مع المدرسة الرقمية لتعزيز فرص التعليم عن بعد بطريقة ذكية ومرنة في الدول التي تعاني تحديات كثيرة في مسيرة التعليم بسبب الأزمات والكوارث.
وقال إن الهيئة تهتم بمثل هذه الشراكات الذكية التي تجسد رؤية سمو الشيخ حمدان بن زايد آل نهيان ممثل الحاكم في منطقة الظفرة رئيس الهلال الأحمر الإماراتي، في توحيد الجهود وتضافرها من أجل دفع مسيرة التعليم في الدول والمناطق التي تواجه أزمات إنسانية وتحديات تنموية في هذا الصدد، مشيرا إلى اهتمام سموه وسعيه الدائم لابتكار الحلول التي تجعل من التعليم متاحا للجميع في كل الأحوال والظروف ورغم الأزمات والطوارئ، إيمانا من سموه بأهمية التعليم في تحقيق أهداف التنمية المستدامة.
وأكد الفلاحي أن مبادرة المدرسة الرقمية ستحدث نقلة في مستوى الخدمات التعليمية الموجهة لأبناء اللاجئين والنازحين دخل المخيمات وخارجها، مشيرا إلى أن هيئة الهلال الأحمر لن تدخر وسعا في سبيل تحقيق أهداف المبادرة وتوسيع مظلة المستفيدين من برامجها التعليمية والأكاديمية في العديد من الدول.
وركّزت مذكرة التفاهم الثانية التي جرى توقيعها بين “المدرسة الرقمية” و”دبي العطاء”، اللتين تنضويان تحت “مؤسسة محمد بن راشد آل مكتوم العالمية”، على تنسيق جهود الجانبين لتعزيز التعاون بينهما في توفير خيارات التعلم الرقمي بتوظيف الحلول الذكية والمرنة للطلبة والمتعلمين حول العالم، وإتاحة مواد تعليمية توائم المناهج العربية والعالمية، فضلاً عن توفير معلمين مرخصين لتقديم الدروس التعليمية افتراضياً، والأدوات والمعدات اللازمة التي تساعد الطلبة على التعلم الذاتي واكتساب المعارف والمهارات والحصول على شهادات معتمدة، مع التركيز على مواصلة العمل من أجل توفير تعليم للجميع وخاصة في الدول الأقل حظاً ومجتمعات اللاجئين والنازحين والدول المتضررة من الأزمات والكوارث.
وبموجب المذكرة ستكون “دبي العطاء” شريكاً استراتيجياً وداعماً رئيسياً للمدرسة الرقمية، حيث يتعاون الجانبان على تعزيز المبادرة وتوفير الآليات اللازمة لتعميم التجربة عالمياً، مع التعاون لتوفير الخبرات المطلوبة لدعم استراتيجية التعليم الرقمي، ودعم الشراكات الاستراتيجية مع منظمات ووكالات الأمم المتحدة والمنظمات غير الحكومية العالمية والإقليمية، وتسهيل الوصول إلى البرامج الدولية لدعم التعليم والشراكة والتعاون معها، وتنسيق الجهود المشتركة لتنظيم حملات دعم التعليم الرقمي.
وتتيح المذكرة تقديم المقترحات الخاصة بالشراكات الاستراتيجية وتوفير الخبرات والأفكار والمقترحات لدعم المشروع وتطويره واستدامته، وتقديم الدعم الإعلامي للمشروع عبر وسائل الإعلام الرقمية، والتعاون على مواجهة التحديات، وتنسيق فرق عمل ميدانية، وتقديم الاستشارات حول العمل في المجتمعات المستفيدة من المبادرة، ورصد ومتابعة وتقييم نتائجها.
واتفق الطرفان، بموجب المذكرة التي وقّعها كل من سعادة الدكتور طارق محمد القرق، الرئيس التنفيذي لـ “دبي العطاء” والدكتور وليد آل علي، الأمين العام لمشروع المدرسة الرقمية، على تشكيل فريق عمل مشترك بين الجانبين للتنسيق والمتابعة وتطبيق بنودها.
وقال الدكتور طارق محمد القرق، الرئيس التنفيذي لدبي العطاء وعضو مجلس إدارتها: يسعدنا توقيع مذكرة التفاهم هذه مع مؤسسة مبادرات محمد بن راشد آل مكتوم العالمية لدعم مبادرة المدرسة الرقمية كأحد الشركاء الرئيسيين .. أدت جائحة كوفيد-19 إلى ظهور العديد من التحديات ضمن نظام التعليم العالمي، وكان الأطفال في الدول الفقيرة الأكثر تضرراً، مما أكد بشكل كبير على الحاجة إلى وجود حلول مبتكرة مثل مبادرة المدرسة الرقمية .. ومن خلال خبرتنا الواسعة في مجال التعليم وشبكتنا من الشراكات العالمية، نتطلع إلى المساهمة بنقل التجربة والمعرفة اللازمة لتعزيز هذه المبادرة بشكل أكبر وضمان تحقيق أهدافها الاستراتيجية محلياً وإقليمياً وكذلك دولياً.
وتدعم مذكرتا التفاهم تحقيق أهداف “المدرسة الرقمية”، المنضوية تحت مؤسسة مبادرات محمد بن راشد آل مكتوم العالمية، بما في ذلك توفير فرص التعلم للطلاب حيثما كانوا وفي مختلف الظروف، وطرح منهج تعليمي رقمي متكامل ومرن ومعتمد لمختلف المراحل الدراسية يراعي الاحتياجات الشخصية لكل متعلّم ويطوّر المعارف والمهارات بالاستفادة من تطبيقات الذكاء الاصطناعي والتقنيات الرقمية المتقدمة، فضلاً عن رفع المستوى التعليمي، وترسيخ معايير قياسية للتعليم الرقمي بالتعاون والتنسيق مع مختلف الجهات المحلية والإقليمية والدولية المعنية بمستقبل التعلّم الرقمي والمستمر، وصولاً إلى تعليم مليون طالب حول العالم خلال السنوات الخمس القادمة من 2021 وحتى 2026.
جدير بالذكر أن مبادرة المدرسة الرقمية تطبق حالياً الفترة التجريبية لنظام المدرسة الرقمية حتى أغسطس 2021، بهدف اختبار كافة المواد التعليمية وضمان كفاءة النظام وجودة تجربة المستخدم والمواد التعليمية التي توفرها المدرسة رقمياً، تمهيداً لانطلاق برنامجها التعليمي رسمياً بالتزامن مع بداية العام الدراسي الجديد في سبتمبر 2021.
وتستهدف مبادرة “المدرسة الرقمية”، التي أطلقها صاحب السمو الشيخ محمد بن راشد آل مكتوم نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي “رعاه الله” في نوفمبر 2020، تمكين الطلبة بخيارات التعلم الرقمي في المناطق النائية والنامية والأقاليم التي لا تتوفر فيها الظروف الملائمة أو المقومات التي يحتاجها الطلبة لمتابعة تعليمهم، كما توفر خياراً نوعياً معتمداً للتعلم عن بُعد، عبر مواد ومناهج تعليمية عصرية تستفيد من التكنولوجيا وتطبيقات الذكاء الاصطناعي للتكيف مع الاحتياجات المختلفة والمستويات التعليمية المتباينة للطلبة، مستهدفة بالدرجة الأولى الفئات المجتمعية الأكثر هشاشة والأقل حظا واللاجئين والنازحين.
